What Is a Plan of Safe Care?

A Plan of Safe Care (POSC) a coordinated, family-centered plan designed to support infants and families affected by prenatal substance exposure. Required under federal law, the plan focuses on safety, health, and long-term stability—not punishment.

Plans are developed collaboratively with parents, caregivers, healthcare providers, and community partners to ensure both the infant’s needs and the family’s needs are addressed.

Why Plans of Safe Care Exist

Plans of Safe Care were established to ensure that families receive early support and connection to services during pregnancy and following the birth of an infant impacted by substance exposure. The intent is prevention and stabilization—helping families access resources before challenges escalate.

A Plan of Safe Care:

  • Is not a child removal plan

  • Is not a criminal or punitive process

  • Can exist with or without child welfare involvement

The goal is to strengthen families while prioritizing infant safety and well-being.
